Dr. Noor Z. Razzaq
Dr. Noor Razzaq is a former university professor with nearly 25 years of experience across the spectrum of government (SLTT/federal) and higher education. He recently served as Chief, Faculty and Staff Development Division at the Joint Forces Staff College, National Defense University; Special Deputy U.S. Marshal; SWAT team leader and operator; investigator; training director; instructor; and interrogator. He also served in the U.S. Air Force. Recently, he wrote an extended chapter in the first-ever comprehensive textbook on Culture in Homeland Security in cooperation with colleagues at Penn State and the Center of European Security Studies (CEUSS) in Vienna.
Dr. Razzaq is the Founder, President, and CEO of the Institute for American Policy and Standards Innovation, which delivered the first-ever comprehensive course in Counter UAS planning this year, involving 70 C-sUAS leaders across 34 federal agencies and private sector. He also serves on the Board and as SME for Homeland Security and Cognitive Warfare Strategy at C2SAFE, Illinois Tech’s National Security Agency (NSA) Center of Cybersecurity Excellence. Dr. Razzaq’s scholarly pursuits include justice, cross-cultural psychology, and irregular warfare to include counter-UAS (C-sUAS) planning, information operations, and the intersection between neuroscience in practice and security policy.
